NDFP verifies that Prof. Sison is NDFP chief political consultant and belies GRP claim that he is CPP chairman and NPA head. –Luis G. The National Council of the National Democrat Front of the Philippines hereby verifies that Prof. Jose Maria Sison is the NDFP chief political consultant and belies the claim of the Manila government that he is chairman of the Communist Party of the Philippines (CPP) and head of the New People’s Army (NPA).
Prof. Sison himself has consistently declared that the leadership of the CPP and the command of the NPA are in the Philippines and not in The Netherlands or anywhere else thousands of miles away from the Philippines. His lawyer Jan Fermon has convincingly demonstrated that he cannot be the CPP chairman and NPA head because he has been separated from the CPP and NPA since his arrest in 1977 by the Marcos fascist regime (more than 29 years ago) as well as since his departure from the Philippines in 1986 (more than 20 years ago).
The US and Manila governments have given false information to the Dutch government since 1988 in order to sabotage his application for political asylum and prevent his legal admission to The Netherlands as a refugee despite his being recognized by the Dutch Council of State and the UN High Commissioner for Refugees as a political refugee. And yet the Manila government cleared Prof. Sison of all criminal charges in April 1998 through a certification of its secretary of justice.
But the US, Dutch and other European governments (including the Council of the European Union) have persisted in using false information from the Manila government in order to designate and list Prof. Sison as a “terrorist”. In this connection, we appreciate the Supreme Court’s recent decision for exposing the political motivation and use of lies in the trumped-up rebellion charge against the progressive members of Congress (Batasan 6) and other people, including Prof. Sison.
We demand that the governments of Washington, Manila and The Hague, as well as the Council of the European Union, stop persecuting Prof. Jose Maria Sison and respect his fundamental rights in the European Convention on Human Rights, including the rights to life and property, to the essential means of human existence, to the presumption of innocence, to due process, to security from torture and inhumane treatment or punishment, to privacy and family union and to his moral and physical integrity against slander, stigmatization and threats to his life and reputation.
Respecting the human rights of Prof. Sison and his role as chief political consultant will help pave the way for the resumption of formal talks in the peace negotiations. Unfortunately, the Arroyo regime is poised to use the newly-enacted Anti-Terrorism Law in the Philippines in order to proscribe the CPP, NPA and Prof. Sison as “terrorists” and continue to paralyze the peace negotiations between the NDFP and the Manila government. Fascist lies further highlight that it is not the NPA but the military that takes advantage of minors in warfare. — Father Santiago Salas (NDF-EV). May 29, 2007. The National Democratic Front-Eastern Visayas today dismissed the recent claim by Lt. Col. Lope Dagoy and the 19th IB that they had captured two Red fighters in Leyte who were minors. “The female minor held by the 19th IB in fact strongly asserts with her family’s support that she is not a member of the New People’s Army,” said Fr. Santiago Salas, NDF-EV spokesperson. “The other, male minor is even more of a revelation because he says that he was lured by the NPA with promises of monetary gain ” a blatant lie that could only have been scripted by his military captors. The NPA is the army of the poor, the Red commanders and fighters endure sacrifice and hardship for no remuneration, because they bear arms out of love of country and the people. Thus the military is easily caught with their lie because they stupidly try to bring down the NPA to the level of the Armed Forces of the Philippines ” an anti-people, mercenary and corrupt organization led by millionaire generals, and middle-rankers like Lt. Col. Dagoy who try to outdo each other in committing human rights atrocities so they could fast-track becoming millionaire generals too.
“The fascist lies by the 19th IB further highlight that it is not the NPA but the military that takes advantage of minors in warfare. As directed by their overall campaign Oplan Bantay Laya II, the 8th Infantry Division keeps on taking minors into custody and using them as helpless and unwilling props for the worn-out deception that the NPA is recruiting minors. In glaring violation of their rights, these minors are essentially hostages because they are forced to remain under the custody of the military and the conniving civilian agencies for use as a tactic in propaganda. But this routine by the military fails to dupe the people, especially the peasant majority: They are no strangers to NPA recruitment but in fact are active participants in it. The mass organizations and peasant communities are usually responsible for recommending a prospect who meets the standards for recruitment, including the minimum age of 18. They therefore know very well that the NPA is not concerned with luring minors into its fold but rather with intensifying guerrilla warfare to arm the swelling number of qualified recruits.”
The NDF-EV spokesperson called for the immediate release of the two minors in military custody as well as others who languish in the Arroyo government’s hands. “The military should stop their nefarious practice of using minors as tools in psychological warfare. They should respect the rights of children and minors, civilians, and others who are not involved in armed hostilities. We call on the media, the Church, human rights groups and all those who advocate truth and justice to bring the military to account for their abuses of human rights and international humanitarian law under Oplan Bantay Laya II. We must actively resist and frustrate Oplan Bantay Laya II that is a key thrust in the authoritarian trend of the Arroyo regime with the post-election turmoil and worse political and socio-economic conditions.”
Fr. Salas also clarified that the military’s Oplan Bantay Laya I from 2001-2006 was a failure, and that the NPA is poised to intensify guerrilla offensives regionwide against Oplan Bantay Laya II. “An example is that the 19th IB has never won a battlefield victory but arrogantly postures over the cowardly and brutal killings of unarmed civilians and NPA prisoners of war in Leyte. The NPA and the people of Leyte furthermore seethe at the 19th IB’s rampant abuses against civilians and legal progressive activists who are targeted even though they take no part in armed hostilities. Yet by doing so the military not only fails to subdue the NPA but ensures that many more will grasp the necessity for armed struggle, thus uniting the NPA and the people behind the guerrilla offensives to punish the fascist troops for their crimes.”

The Arroyo regime has set the stage for intensified civil strife in the Philippines by having used the most outrageous ways of vote buying, fraud and mass intimidation to frustrate the will of the electorate, dominate the “election” of local executive officials and the congressmen and secure the fake president from impeachment. The delayed Comelec count in the senatorial and party list elections has allowed the operatives of the regime to engage in further cheating at various levels and in various ways.
Anticipating the rise of popular resistance against the widespread electoral anomalies and the worsening conditions of exploitation and oppression, the regime is poised to use the newly-enacted Anti-Terrorism Law as a further license for the reactionary military and police forces to suppress the revolutionary forces, the legal opposition forces and the broad masses of the people. Knowing no bounds for its greed, the regime is also expected to perpetuate its leaders in power by amending the 1987 constitution in order to shift Marcos-style from the presidential form of government to a parliamentary one under a presidential autocrat.
The people are suffering massive unemployment, the decline of real incomes, the soaring costs of living, superprofit-taking by foreign monopoly corporations, mounting tax and debt burdens, widespread poverty, hunger and malnutrition and all the other vicissitudes under the US-dictated policy of “neoliberal globalization”. The illusion of economic growth and peso appreciation through excessive foreign and local borrowing is going to burst like a bubble. The worsening economic social crisis generates the worsening political crisis of the ruling system. The contradictions among the reactionaries are further sharpening as the ruling Arroyo clique becomes more arrogant with its fake electoral victory and tends to monopolize power and the bureaucratic loot.
The broad masses of the people are seething with just indignation. They are fed up with the regime’s puppetry to foreign interests, unbridled corruption, repeated electoral fraud and gross human rights violations. The legal opposition forces are bound to develop a more effective broad united front against the regime. The revolutionary forces belonging to the National Democratic Front of the Philippines (NDFP) are determined to intensify the revolutionary armed struggle for national liberation and democracy. The people hope to uphold, defend and promote their national and democratic rights and interests through all forms of struggle.
Through its publications, the Communist Party of the Philippines has issued declarations to raise the people’s war to a new and higher level and has directed the New People’s Army to intensify its tactical offensives against the armed personnel of the state, violators of human rights, despotic landlords, foreign-owned plantations, mining companies, logging companies for export and other enterprises that are extremely exploitative and detrimental to the nation, the working people and the environment.
Under the direction of the US war of terror, the Arroyo regime is hell-bent on trying to destroy the revolutionary movement of the people. It is emboldened by the constant flow of US interventionist troops and increased US military supplies. It seeks to perpetuate itself in power beyond 2010 with the use of armed force against the people and the revolutionary forces. Thus, it persists in preventing the peace negotiations between the reactionary government and the NDFP. It is doing everything to challenge and drive the people and revolutionary forces to wage armed revolution.
